SPEAKERS:
Amnesty International, Ms. Sarah Mcneer Brooks
发言内容:
Mr President
We agree with the High Commissioner that when States apply the law inconsistently, they undermine the legal order everywhere. We call on states to preserve the ability of this body to promptly respond to human rights concerns everywhere, including by ensuring adequate funding.
We share the High Commissioner’s concerns on several countries, including Myanmar where civilians continue to be hit with air strikes while they study, shop, gather with family and friends, or rest, the need to end the supply of arms and aviation fuel to the Myanmar Military is urgent. In Northern Rakhine State, Rohingya civilians are under the increasingly oppressive rule of the Arakan Army raising fears of a fresh round of serious violations leading to another mass exodus. Despite this, international aid has continued shrink sharply, further endangering hundreds and thousands living under fragile conditions in Myanmar and in camps across the border in Bangladesh and in other countries.
We welcome the High Commissioner’s recognition of the crack down on civil society and human rights defenders in Hong Kong. We also note that engagement on the lack of progress on the protection of the rights of Uyghurs and other Muslim minorities in Xinjiang is a priority for the High Commissioner. It has been three years since the Office of the High Commissioner for Human Rights found that crimes against humanity may have occurred in Xinjiang, however international response has been muted and engagement from by the High Commissioner has yielded little progress. Our most recent findings indicate that serious concerns remain. We call on the High Commissioner to urgently present an update to this Council on the findings of his office that details the latest situation in Xinjiang.
