Mr Chair, ladies and gentlemen,
I stand before you today as someone born and bred in Hong Kong who started my PhD in public international law. The truth is the rule of law remains strong in my city.
Hong Kong is ranked higher in the latest world justice rule of law index than many western countries including the US. Our judicial independence is also guaranteed under China’s Hong Kong basic law article 19. Lawyers and judges are widely respected with their professional dignity, practice rights and independence protected by law.
The biggest threats to our judicial independence are in fact politicians in the US who keep putting sanctions on our senior judges just like they did towards the judges of the ICC which caused a broad chilling effect and may affect the independent judgment.
Since the Hong Kong National Security Law was promulgated and implemented five years ago, the results speak for themselves.Hong Kong has returned to being the third most competitive economy in the world this year and are now much safer and can walk freely at 3am on the streets of Hong Kong without the fear of being attacked or mugged, a privilege which I don’t have in big western cities like London or New York.
Under one country, two systems, we can choose and vote for our own representatives and preserve our distinct identity within the Chinese nation. The days of colonialism and imperialism are over. If anyone thinks human rights are protected in Hong Kong, I invite them to come and see the true Hong Kong for themselves rather than simply relying on reports from western media.
We Chinese people are in control of our own destiny and please reserve lectures on human rights for law students and not my city. Thank you.
