The IBAHRI remains concerned that the situation of the Uyghurs continues to receive little to no attention at the HRC, including the OHCHR report commissioned by the former High Commissioner, Michelle Bachelet, identifying gross human rights violations in Xinjiang.
From forced indoctrination camps, many Uyghurs have been moved to forced labour camps. In July 2025, the Joint Committee on Human Rights in the UK Parliament made concerning findings of modern-day slavery in the supply chain in China. The report raised the concern that 1 in 5 garments made from cotton have been linked to forced labour in the Xinjiang area of China. In addition, evidence suggests that DPRK workers are being subjected to forced labour on Chinese fishing vessels. Allegedly, this is part of the DPRK’s strategy to export its citizens as forced labourers to raise funds for the regime, including its weapons programs. These goods are ultimately being sold on to markets in Europe and the United States. This situation must be addressed by this Council.
We call on this Council to:
• Without any further delay, decide to have updates, follow-up, in-depth discussion, or an intersessional debate on the findings of the OHCHR report and responses needed;
• Enhance monitoring of, and public reporting on, the human rights situation in Xinjiang;
• Ensure that the voices of victims/survivors are heard and they are fully involved in all decisions that concern them.
