Mr. President, Your Excellencies,
This week marks the 7th year of the unjust and arbitrary imprisonment of Uyghur doctor Gulshan Abbas by the Chinese authorities.
Dr. Abbas’ story is sadly one of many. Arbitrary detention in China is systemic. Widespread arbitrary and discriminatory detention of Uyghurs was the ground for the OHCHR’s landmark finding of possible crimes against humanity. China has also received the largest number of legal opinions – over 100 – by the UN’s Working Group on Arbitrary Detention since its inception, concerning over 300 individuals.
High Commissioner, three years on from the Office report, Dr Abbas remains detained and there is no credible evidence that the human rights situation in China has improved in any meaningful way. With your global update reflecting a lack of progress despite your private engagement, what will you do differently, and what steps could States take, to prevent and promote accountability for China’s grave and widespread violations?
The continued impunity of the Chinese government for its atrocity crimes strikes a serious blow to this Human Rights Council’s credibility. At a time of UN reform, if this Council is unable to keep a major power in check, what signal does it send to others?
The world is changing, but a shifting world order cannot come at the cost of the rights and lives of Uyghurs, Tibetans, Hong Kongers and Chinese citizens who strive for a more rights-respecting China.
Dozens of UN bodies and experts have set out a clear path for human rights change in China: it is up to this Council to act upon it, press for change, and establish regular monitoring and reporting. We also call on you, High Commissioner, to follow up meaningfully on the OHCHR report. Anything short of this will fail us.
To conclude, I have a message from Dr. Abbas’ daughter, Ziba: ‘Mom, we miss you and your granddaughters are waiting to see you. Please stay strong. We will bring you home soon.’
