Thank you, Mr. Vice President and thank you, Madame Special Rapporteur, for your overview of the situation in the DPRK.
We commend your efforts to document human rights violations and abuses and show how the militarization of the DPRK has prevented the realization of economic, social and cultural rights of North Koreans; supported repression of fundamental freedoms; entrenched the isolation of the country; and kept families, including abductees, detainees, and prisoners of war, separated for decades.
We strongly urge the DPRK to recognize your mandate and allow a visit.
Following the Commission of Inquiry report in 2014, the international community overwhelmingly declared that the DPRK’s leadership must be held accountable for its systematic and widespread human rights violations.
We continue to condemn in the strongest terms the DPRK’s refusal to acknowledge and address these ongoing crimes.
Consistent with the COI, we call on the PRC and other Member States to respect the principle of non-refoulement of DPRK nationals, especially because those forcibly repatriated often face torture or persecution.
Special Rapporteur, how can we advocate for neighboring states to respect the principle of non-refoulement?
