I am From the law school of Beijing Institute of Technology and speaking on behalf of the China society of human rights studies, it’s often difficult to clearly define mercenaries as combatants or surveillance,rendering it difficult for them to fall under the jurisdiction of appropriate international law.
As a legal status, our mercenaries is not clear.They often break the legal and moral bottom line and threaten international criminal rights in practice.In turbulent areas,mercenaries tend to use excessive and arbitrary force in the absence of legal constraints,resulting in heavy casualties among innocent civilians.
As a result,mercenaries have posed a serious threat to national sovereignty and security.Some are even employed by terrorists organizations to threaten international security.
On this issue,China adheres to the international convention against the recruitment,use financing and training of mercenaries adopted by the UNGA in 1989,opposes the the recruitment use financing and training on mercenaries in war and use mercenaries as a temporary cure of war.
Therefore,we would like to draw your attention to the possible use of mercenaries as a means of violating human rights in some countries.
