We are seriously concerned by trends identified in the report restrictions to freedom of movement,including travel restrictions imposed on civil society actors across the world,leading in Saudi Arab,Vietnam Algeria. Yemen,Libya, Uzbekistan, Cameroon, China,CUBA,India,Israel’ and UPT.
These restrictions range from travel bans,including exit bans, confiscation of passports, criminalization of those who seek to cooperate with the UN impact their ability to access travel documents,including securing visas.Given this state should make every effort to facilitate visas at risk and criminalize HRDs,especially when they are invited aboard to UN spaces or to engage in other human rights activities.
We further reiterate Secretary General’s goal in his 2022 report on the committee of NGOs, the criteria applied for grant an ECOSOC consultative status should be fair and transparent.They continue to fire all the applications for consultancy status as,in some cases,relative to factory rejection,especially for organizations working on human rights issues,which has been used as an additional tool to undermine and silence critical voices.
We urge the council to address these critical issues in the text of the resolution of reprisals and the negotiation at this session.The council has a central role to be ensuring that there is accountability for acts of intimidation and reprisals against those who seek to cooperate with the UN.Such acts perpetrated by states,themselves represent non cooperation by those states with the UN and its mechanisms.
