Thank you,sir.I speak on behalf of the China Foundation for Human Rights Development.The Vienna Declaration emphasize that the equal status,women and human rights of women should be integrated into the mainstream of UN system wide activity. well, please to see the overall increase in the participation of women in recent years in the council.
However,attention should be paid to the following issues.
Firstly,there’s insufficient participation of women in some of the special procedures,such as those related to the freedom of speech,racial discrimination,right to health as well as many of the country mandates.Currently,there are still several special procedures that have never been led by women. Furthermore,in some treaty bodies,gender imbalance still persists.
Secondly,in addition to numerical progress,it is essential to focus on whether the increase in numbers is caused by systemic changes in decision making mechanisms.Women should be able to play a meaningful role in the work of the council,rather
than being reduced to a balance in numbers.
Thirdly,the comprehensive gender perspective should be fully integrated into the development decisions of the UN system as 2030 approaches.There has been insufficient progress in goal number five on gender equality.The intersection impacts of gender with poverty,climate change,health and other issues need to be carefully considered.
