发言内容：
主席先生，
雇佣军的法律定位模糊，实践中屡屡突破法律和道德底线，侵犯人权。
特别是在局势动荡地区，由于缺乏有效法律约束和行政监管，雇佣军往往会过度任意使用武力，造成无辜平民伤亡，对国家主权和安全造成威胁。
如受雇于恐怖组织，雇佣军还会威胁国际社会的整体安全。
中方对利用雇佣军作为手段侵犯人权，阻挠民族自决权行径径表示关切，坚决反对使用雇佣军充当战争临时工具，支持雇佣军工作组根据授权继续开展工作。
鉴于上述，中国代表团支持该决议草案。
呼吁人权理事会成员国投赞成票。
