Mr vice president,
We welcome the report by the Special Rapporteur, last February authorities detained hundreds of Tibetans peacefully expressing their position to a hydropower project in Derge county,which would destroy several ancient and culturally important Tibetan monasteries as well as submerged entire villages.
This will displace thounds of Tibetans whose lives deeply connected to the area. Most detainees were eventually released.However,information regarding several community leaders believed still incarcerate is unavailable.These leaders appear to have been detained solely for peacefully raising concerns,constituting a clear violation of the right to freedom of expression,assembly,and association.Remarkably , videos of local protests have made it to the outside world.
We are concerned about those who have disseminated them beyond Tibet as they may be subject to retaliation and reprisals.The international community must demand that the Chinese government uphold the right to freedom of expression, assembly and association, and ensure that all Tibetans can peacefully raise concerns whether that be on specific so called development projects or broader criticism without fear of reprisals.This includes those Tibetans who report about incidents of protest and dissent.I thank you.
