Thank you, Mr. President.
Special Rapporteur Edwards, we thank you for your report.
It is well documented that some governments – Russia, China, Syria, Iran, DPRK – have used torture with impunity and without remorse.
As you have noted, evidence being used to prosecute Hong Kong pro-democracy media entrepreneur Jimmy Lai was allegedly obtained through torture.
In Myanmar as well, the military has reportedly tortured and abused detainees since the coup.
We must, however, recognize that torture exists beyond these select repressive governments.
Torture by security officials is widely reported in prison systems, including those in Cameroon, Saudi Arabia, and Nicaragua.
The world can do better. We again call on all states to cease the use of torture immediately.
Member States must take action to eliminate torture within their borders. We congratulate Thailand for enacting a law on the prevention of torture.
We commend all countries taking steps to make torture a thing of the past.
Special Rapporteur Edwards, what are the top three steps Member States should take to ensure management of prisons is compliant with their human rights obligations? I thank you.
