President, Jubilee Campaign would like to bring the Council’s attention to the violations perpetrated by the People’s Republic of China.When they send North Korean refugees,including children and women,several
who are victims and survivors of trafficking, back to North Korea where they face certain torture and certain imprisonment.
The People’s Republic of China is a signatory to the 1951 convention relating to the status of refugees and its 1967 protocol,which they signed in 1982.
North Korean women and girls who defect from North Korea and flee to neighboring China are met with some of the same human rights violations that they were attempting to escape from,including sexual violence and trafficking, often under the guise of marriage.
We urge the UN Human Rights Council to ensure China start a reform on North Koreans and allow them legal protections and provide safe passage for them to a third country. Noting that South Korea under article2 and 3 of it’s Constitution automatically grants citizenship to North Korean refugees.
We also urge that China work with the United Nations High commission for refugees to safely resettle these North Korean refugees.
