The IBA human rights institute,the IBA welcomes the opportunity to engage in the general debate ,and wishes to focus on the situation of minority communities in China, Uyghur community in Xinjiang have been subjected to persecution,targeting the religious identity, as justify the Xinjiang regulations. Indeed,the regulations enable mass incarceration and treatment of the communities that fall short of China’s international legal obligations.
In August 2022 , the high commissioner for human rights, Michelle Bachelet published a report finding that among others,the extent of arbitrary and the discriminatory detention of members of Uyghurs and other predominantly Muslim groups, imposing law and policy in the context of restriction and prevention .More generally,a fundamental rights enjoyed individually and collectively, may constitute international crimes in particular crimes against humanity.
Despite this concerning findings of possible crimes against humanity. One year later,this council failed to have a genuine debate on the findings and identifying possibly follow up actions.
We urge the High Commissioner to identify without further delay options to hold a genuine debate and meaningful the follow up on the 2022 report on China and the allegations of atrocities against minorities in China.
We call on this council to support justice and accountability for victims of atrocity crimes in China.
