Thank you Mr vice president.
Human rights now is deeply concerned about government’s prompting other states or overseas actors to arbitrarily arrest or disappeared persons in their jurisdiction to hand them over.
In July the Chinese human rights lawyer Lu Siwei was arbitrarily detained in Laos and deprived of his rights to judicial due process and he was reportedly deported to China recently.
This is the 22nd time,a Chinese dissident was arrested or disappeared in southeast Asia in recent years and the six time in Laos.
Similarly, in July,Hong Kong authorities issued arbitrary arrest warrants for eight activists living overseas, including for speech made abroad as well as a one million Hong Kong dollar bounty for each, appearing to openly encourage illegal abduction and transport to Hong Kong.
Last April, a Hong Kong student was arrested for social media post while studying abroad in Japan after returning to Hong Kong, marking the National Security Law first extra territorial application.
Hong kong authorities have also publicly discussed abusing the Interpol red notice system to extra territory and force arbitrary arrests.
We call on the government of China to release Lu Siwei, for Hong Kong authorities to withdraw the bounty ,for the Hong Kong and stop harassing their family members in Hong Kong , and for the international community to take measures to help prevent from prompting extra territorial and arbitrary arrest ,Detentions, disappearance and objections.
