Montenegro welcomes the distinguished delegation of China and the progress achieved between two UPRs.
Regardless, as evidenced by UN bodies, serious human rights violations have been committed in the context of the Government’s strategies to fight terrorism and extremism, in particular in Xinjiang and Tibet.
In the spirit of constructive engagement, we recommend:
- To review the legal framework on national security, counter-terrorism and minority rights in Xinjiang, and repeal discriminatory laws and policies against Uighur and other Muslim minorities;
- To effectively investigate allegations of human rights violations in camps and other detention facilities, including torture, sexual violence, forced labour and other mistreatment.
- To ensure that surveillance, both online and offline, does not infringe on fundamental rights and freedoms of individuals.
We wish China a successful UPR review.
