Mr./Madam (Vice-)President,
Germany aligns itself with the EU statement and welcomes the report of the Secretary-General.
To be straightforward: Reprisals undermine human rights and also the UN system, which cannot function effectively without civil society participation.
In countries such as Russia, China, Iran, Belarus or Nicaragua, repression of civil society is almost total. Such countries use reprisals – as well as transnational repression – to close the few spaces their citizens have left to raise their voice against human rights violations.
However, as the report shows, other countries also engage in reprisals, across all regions.
We condemn reprisals in the strongest terms and express our utmost concern about the many individual cases documented in the report.
This includes, but is not limited to the cases of:
