发言内容：
中方支持促进和保护集会和结社自由权利，同时自由和权利并非是绝对的。 国际人权公约明确指出，公民在行使权利和自由的同时，应遵守法律，不得损害国家安全、公共安全、公共秩序和其他人的合法权利和自由。
中国代表团积极参加了L5决议草案磋商，但目前的决议草案仍然存在一些缺陷，国家安全相关内容不平衡、客观。干涉各国的立法主权。
中国代表团将不参加L5决议草案的协商一致。 谢谢主席先生。
