Dear president,
I am Tang Yingxia from Human rights research center at Nankai University and I speak on behalf of Chinese association for international understanding. I am deeply impressed by the Special Rapporteur’s report——The imperative of defossilizing our economies, it clarifies States’ international human rights obligations, and businesses’ responsibilities to phase out fossil fuels.
And I agree with the Special Rapporteur that defossilization is necessary to truly open up a just, human rights-based transition to renewable energy. It is certain that the realization of all this depends on transparency. Then I will present China’s practices in the realm of corporate information disclosure. First, from the top-level design perspective, Fundamental Guidelines of Corporate Sustainability Disclosure Standards (Pilot) has put forward requirements of corporate sustainable information disclosure, and prevented “greenwashing” risks.
Second, Regulation on Carbon Emission Trading requires key greenhouse gas emitters to disclose carbon emission information. Third, listed companies are required to publish their ESG reports by the end of 2026. At the same time, diverse and different practices of ESG information disclosure have been carried out in various regions, such as Beijing, Shanghai, Jiangsu and Hunan provinces.
As of the end of September 2024, the ESG report disclosure rate for companies listed under the control of central state-owned enterprise groups reached 99.6%. Among these, the ESG report coverage rate for the 82 listed companies controlled by central state-owned enterprise groups achieved full coverage at 100%.
