ID with Special Rapporteur on the promotion and protection of human rights (cont’d) and fundamental freedoms while countering terrorism (Cont’d)
Mr. Ben Saul, Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism (Final remarks)
发言内容:
Minister. Thank you, Mr. Vice-President, and I thank all speakers for their interventions.
I express my sympathy with the people of Pakistan for an attack yesterday on a passenger train which resulted in large-scale hostage-taking. I thank all members for expressing agreement and disagreement with my report and I’m looking forward to maintaining a constructive dialogue with those who disagree with elements of my report.
Thank you to Azerbaijan and the Maldives for your leadership on repatriating your nationals from arbitrary, inhuman detention in Northeast Syria, and I encourage other states whose nationals have been stuck there for many years, including large numbers of children to do the same.
Thank you to Mexico and Panama for your question about the designation of organized crime groups and cartels as terrorists, and I encourage all members to differentiate those quite different forms of violence in their legal frameworks.
I offer my technical assistance to the alliance of Sahel states, including Niger and Burkina, who spoke yesterday, to assist them in combating terrorism in conformity with human rights.
I echo India’s call for member states to conclude the 25-year marathon negotiation for a draft convention on international terrorism, vague, overbroad definitions of terrorism are one of the most common human rights violations I face in this job.
Thank you to all the civil society organizations for their interventions. It proves my point about the value of engaging with them on counter-terrorism.
And the case of Jimmy Lai was raised a number of times. I reiterate my previously expressed concerns about China’s national security laws and the case of Mr. Jimmy Lai and look forward to working constructively with China to improve its national laws.
Thank you.
