President, the resolution of the General Assembly,which established the mandate of the High Commissioner,calls for efforts that are impartial,objective,non selective,as well as effective using dialogue and cooperation with states abiding by the principles of respect of sovereignty and non interference in domestic affairs.
A year ago,at the beginning of the mandate,we expressed our hope that your office would abide by these principles.
High commissioner today,we regret having to reiterate our great concern because of the ongoing attempts by some countries that are exploiting human rights for their own ends,promoting negative reports from your country on countries in the south.And using these reports to justify perverse media campaigns and the imposition of illegal, unilateral coercive measures.
An example of this is the campaign unleashed against China and its reports based on falsehoods,ignoring the information provided by the government.The issues that Hong Kong， Xinjiang, Tibet are domestic affairs of China, and should allow for no external interference.
We will continue to ask your office for a balance,the equitable treatment of all countries and reports which make a priority of human rights cooperation and assistance that your office combat illegal unilateral cohesive measures and that no resources be wasted on groundless politicized warnings.
